To address the Clarion call of ‘Building Atma Nirbhar Bharat’ by our Prime Minister, Gol, the government is taking substantive measures to cultivate a technological self-reliant India. States and UTs must push indigenous technology development and optimisation to achieve technological self-reliance. Considering India’s dependency on technology import and insignificant levels of high technology export from India, there is a need to undertake policy and programme interventions for indigenous technology development.The northern region has inherent capabilities for technological areas such as automation. manufacturing auto-components, technological products for the cycle industry, textile industry. agriculture sector, pharma/healthcare/medical-diagnostics, waste management, artificial intelligence, machine learning etc. Top brands of the Bicycle industry (Hero Cycles Ltd., Avon Cycles Ltd., Atlas Cycle), Textile sector (Vardhman textiles Company (2). Trident Ltd. (8), Nahar spinning mills, Oriental Textile Processing Company), Auto sector (Swaraj Mazda Ltd. Nawanshahar; Punjab Tractors Ltd., Mohali; Majestic Auto Ltd., Ludhiana; GS Auto International Ltd, Ludhiana; Jai Parabolic Springs Ltd, Mohali; KEW Industries Ltd. Jalandhar) and Agriculture sector (National Agro-Industry, Haryana Agro Industrial Corporation) are housed in the states of Punjab and Haryana. The largest cluster of Pharma and Horticulture sectors is in H.P. However, the industrial world is facing rapidly changing challenges. In order to keep up with global technological advancements and become industry 4.0 ready, these industrial sectors desperately need capacity building and high-end R&D, which can only be met by engaging with R&D organizations such as Research Labs and HEIs. India’s northern region is rich in intellectual capabilities and knowledge generation ability across various thematic focus areas. The region has one of the country’s finest academicand research institutes that can deliver knowledge support to many industries and upcoming startups in the area. The proposed cluster will provide a necessary enabling and facilitating platform to industries (including MSMEs), start-ups, entrepreneurs and researchers from academia and research institutes to optimise resources for indigenous technology development. Developing technology right from the idea to the final technology/product requires R&D and product development support for technology indigenisation, optimisation and deployment. Northern region of India has over 40 Research Labs and equal number of HEIs (IIT, NITS, NIPER, IISER, ISB, Agriculture and Engineering institutes, reputed universities, etc.) The S&T cluster approach will pave the way for building linkages across the system to achieve technology indigenisation. The cluster will act as a catalyst to forge meaningful linkages between public and private sectors and also assist in arranging needful funding from various national and international organizations.
